The General Population:
Skin: Majority of the population is darker skinned. The lighter the skin the more exotic since light skin has been ultimately bred out of the population. Those of lighter skin are usually from the far north or south. Vitiligo is also a coveted skin type. Some aristocrats get injections or tattoos to produce this effect. Skin bleaching is not uncommon.
Eyes: Eyes can be any color due to the broad mix in genetics. Eye color can also be changed through a surgical procedure. This is most often done by aristocrats. Golden eyes appear naturally in rare cases. These individuals are also coveted by the aristocracy whether for their eyes to be removed or for the person to become a decoration. Heterochromia is likewise not uncommon and seen as a beautiful rarity.
Hair: Hair is usually curly or at least has some natural kink or wave to it. Those of Asian or Indian descent are more likely to have straight hair. Hair comes in many different shades of brown and black but it’s not unusual to have blonde or red hair naturally.
Dimples: Dimples aren’t uncommon but are unwanted in the aristocracy.
Freckles: Freckles are as well frowned upon by the aristocrats. Clear, smooth skin is preferred. Though moles are sometimes used to make the skin appear lighter or darker.
Height: The average height is near 6ft for males and females. Of course this is just a base average.
Attire:
Steampunk fashion is strongly Victorian. [since that's the era where people strongly capitalized on steam technology] Colors tend to be subdued and are rarely bright in color. They are commonly neutral, although red and blue can sometimes be found. [Any color can be steampunk as well as intricate machine made patterns and prints] Outfits are often tied together by at least one prominent accessory, such as goggles, parasols, top hats, or some kind of mechanical gadget. Lolita can be considered steampunk fashion, albeit a more girly, modest one.
Women:
Steampunk women often (but not always) wear dresses complete with petticoats, corsets, and some sort of headwear, often a small, feminine top hat or a floral pin. It is not uncommon, however, to see a steampunk lady dressed as a pilot, air pirate, or engineer; steampunk is a genre of adventure and women are often eagerly welcomed to join the fun. Outerwear often includes pea coats, riding jackets, flight jackets, and carriage coats. Women often wear skirts or dresses, but pants are also common. Corsets are also very common and can be under- or overbust. Elegant gloves are a common sight, but adventuring females often don fingerless ones.
Men:
Steampunk men can take on a variety of characters. Aesthetics often wear well-ironed suits with vests, top hats and long, straight coats and bear a traditional Victorian appearance. A roguish variation exists, however, often with high leather boots, gloves, and goggles.Explorers, Aviators, and Air Pirates can expect to dress for their elements. Explorers on the ground may dress in billowy clothing, pantaloons, high waters and possibly an outback hat, crush cap, or pith helmet. An aviator may dress in military aviation or bomber jackets, and other tight fitting leather accoutrements. Air Pirates may do all of the above, but dash in feathers, the look of the aesthetic, and color.
Just because these are categorized as "men's" and "women's" doesn't mean this is definite and final. Have your character dress the way you envision.
Also other 'countries' will dress differently. Just note that the clothing will all be based on the same year. [The Victorian Era namely.]

The Frore
-Large polar region in the far south dominated by both arctic and alpine tundra, immense ice fields and desert like plains as well as several large ice lakes, bogs, and ponds. Eventually giving way to boreal forests that extend past the border. Greenhouses were introduced and are common whether they are large enough to act as community supermarkets or smaller privately and individually owned. Two biospheres [ insert names] were created for the few brave, stupid, and/or bold ‘tourists.’ Sleds and carts are the typical methods of transportation as the air is so cold zeppelins and airships cannot safely fly even at low altitudes. They are pulled by caribou, moose, elk, giant hare, or dogs; sometimes musk ox. Wolverine, snow goose, ermine, dall sheep, fox, ptarmigan, seal, and orca are but a few other native species. Some of these have been domesticated.
